For instance say a mother has a child that she’s wanting to give up. She’ll first, typically, surrender that child to an agency. The agency will do a home study of maybe some parents that are wanting to adopt the child to try and go ahead and place that child with a family they think is going to adopt that child. The home study’s purpose is just to ensure that that home is safe, and that it is a good fit. After that you’d have to terminate both the mother and the potential father’s rights. And sometimes if you can’t find the father you may have to publish in the newspaper notice that you’re terminating that’s father’s rights. But once those rights are terminated, then you go forward with the adoption proceeding and you would have to just show that it’s in the best interest of that child that this particular family adopt that child.
